How do I claim region?

Hi,
On the home page of this site it is mentioned that AntiBuild and WorldGuard are used for Grief-proof claims and region protection: Can members claim regions and If so how?
Also the /help command is not working for me, getting an error saying I don't have permission to use it.

Thanks for reaching out! Here’s how to claim regions with our custom region plugin
🎯 Claiming Regions
Toggle claim-placement mode
/claim toggle
This turns on “claim-placement” mode.
Place a Glass block in your desired region (glass block required)
You’ll see a confirmation message once the claim is created.

View your claims (Max 3 so far)
/claim list
Shows all active claims (with their IDs).
Manage your claims
Expand (admins only, max adds up to 150 blocks):
/claim expand

Add a member:
/claim add

Remove a member:
/claim remove

Make sure to /claim toggle again so you can place glass blocks like normal.
